Rules of the service provision of passengers, carry-on and baggage transportation in electric trains of “AEROEXPRESS” LLC
1. General1.1. These Regulations are developed in accordance with the requirement of the following regulatory documents:
- The federal law from 10.01.2003 of No. 18-FZ “Charter of the rail transport of the Russian Federation”;
- Order of the Government of the Russian Federation from 02.03.2005 of No.111 about approval of Rules of rendering of services in transportations on the rail transport of passengers, and also freights, baggage and cargo baggage for the personal, family, house and other needs which have not been connected with implementation of business activity”;
- Order of the Ministry of Railways of the Russian Federation from 26.07.2002 of No.30 about approval of Rules of transportations on the federal rail transport of passengers, baggage and cargo baggage;
- Other normative legal acts of the Russian Federation.
2. Passengers transportation2.1. For travel by electric trains of “AEROEXPRESS” LLC, the passenger is obliged to:
- Purchase a one-way ticket or season ticket in set form;
- Keep the purchased travel document (ticket) during the whole trip by train until getting off the train at the checkpoint of travel documents (tickets). The passenger who failed to present his/her travel document at the checkpoint, is considered to be without tickets and is obliged to pay full fare ticket cost;
- Present his/her travel document (ticket) to persons carrying out control, such as ticket collectors (train attendants);
- Present his/her documents confirming the right to concession (if the passenger is entitled to it) when there is control of travel documents (tickets) in the train.
2.2. Passenger has the right to purchase a travel document (ticket) during the trip (if this service is available when travelling) and pay for the service of travel document (ticket) issuance in electric trains of “AEROEXPRESS” LLC according to the applicable tariff.
2.3. One-way travel document (ticket) is valid for a one-way single trip in accordance with the date indicated in the ticket. If the validity date of a travel document (ticket) expires when the passenger is on travel, the travel document (ticket) is considered to be valid until the passenger arrives at his/her destination.
2.4. Passenger is entitled to transport for free children aged 5 (five) to 7 (seven). Children’s tickets are purchased in the day of a trip when children aged 5 (five) to 7 (seven) are travelling with the passenger. If there are any doubts regarding the age of children travelling for free with children’s tickets, the ticket collector (train attendant) is entitled to require the submission of relevant documents confirming the child’s age.
2.5. One-way or season tickets (including “Day off” season ticket), issued by other carriers of local communication, are deemed as invalid in trains of “AEROEXPRESS” LLC. When presenting such tickets, the passenger is considered to be without tickets and he/she is to pay for full fare ticket according to the set tariff for this type of transportation.
2.6. Passenger has the right to take one seat per ticket. If the seats are unavailable, it is allowed to travel standing, but the ticket fare cost does not change.
2.7. Passenger may receive ticket refund in case of unplanned interruption in the movement of the train by more than 1 (one) hour. In any other cases, refund for unused one-way ticket is not provided.
Refund for unused season tickets is made in the manner and cases provided by the Rules of transportations on the federal rail transport of passengers, baggage and cargo baggage approved by the Ministry of Railways of the Russian Federation from 26.07.2002 of No.30.
2.8. Issuance of travel train document (ticket) for the person who has the right to concessionary tickets or free travel is carried out upon the Order developed in accordance with the applicable legislation of the Russian Federation.
3. Carry-on luggage and baggage transportation3.1. Each passenger with one travel document (full fare ticket or children’s ticket) is entitled to transport for free carry-on luggage up to 36 kg and not bigger than the sum of three dimensions (length+width+height) 180 cm. The mentioned carry-on luggage, regardless of the type or design of the parcel, should be placed on a luggage rail of the train carriage. In addition to the set norm, it is allowed to transport carry-on luggage up to 50 kg if the surcharge is paid upon the set tariff.
3.2. For the transportation of small pets, dogs and birds, one assembled bicycle (in the train vestibule), extra surcharge is charged upon the set tariff.
3.3. Small pets, dogs, and birds should be transported in boxes, cages, containers, and kept in places intended for carry-on luggage. Large breed dogs, including tracker dogs are transported in the train vestibule (up to 2), muzzled and on lead, under the supervision of their owners or accompaniers who have to ensure the observance of sanitary and hygienic regime in the train carriage. Regardless of excess carry-on luggage, the transportation of small pets, dogs and birds is allowed in the presence of a veterinary certificate.
3.4. Blind passengers transport their guide dogs for free.
3.5. It is allowed to transport plants, seedlings and other planting materials with a bandaged top and packed rootstock (up to 180 cm long) in addition to carry-on luggage transportation upon the set norms.
3.6. It is allowed to transport electronic, household, video and audio appliances bigger than the sum of three dimensions (length+width+height) 180 cm, regardless of carry-on luggage in the passenger, up to one item for one travel document (ticket), if extra surcharge is paid. Cost for the transportation of the indicated items, regardless of their weight, is charged according to the set tariff.
3.7. Passenger is allowed to transport for free a briefcase, handbag, binocular, skis and sticks, fishing rods, camera, umbrella, and other small things not bigger than the sum of three dimensions (length+width+height) 100 cm, regardless of excess carry-on luggage.
3.8. Passenger is responsible for the safekeeping of his/her transported carry-on luggage.
4. Passengers are forbidden4.1. In electric trains of “AEROEXPRESS” LLC it is forbidden to:
- Have baggage, be dressed in clothes, have items, products which may bedraggle other passengers, buildings and equipment of the station.
- Place baggage or carry-on luggage onto passenger seats.
- Transport things (items) which may damage or bedraggle the carriage, malodour, fire-hazardous, poisoning, highly-inflammable, explosive and other substances as well. When transporting a firearm as a carry-on luggage, it should be discharged, put in a case, holster or special cover separately from bullets.
- Drink alcohol and be in a state of intoxication.
- Impede opening or closing of automatic doors at train stops, open the door while moving of the electric train.
- Damage equipment inside the carriage, windows of locomotives and carriages.
- Disturb other passengers, gamble, and litter up.
- Unnecessarily stop the train with emergency break.
- Smoke in carriages and vestibules.
4.2. Passenger may be expelled from the electric train:
- By police (Department of Inner Affairs) and security officers accompanying the train, if the passenger violate travel regulations, public peace and disturb other passengers when boarding the train or during the trip;
- By ticket collectors (train attendants), if the passenger travels without a travel document (ticket) or with a ticket bought for travelling by common local train and refuses to pay for the ticket fare upon the set norms;
- By medical workers, in case of passenger’s illness which prevents him/her from further travelling or is dangerous to other passengers if there is no possibility to place him/her separately;
- In any other cases set by the Law of the Russian Federation.
5. Rights of ticket collectors (train attendants)5.1. Ticket collectors (train attendants) are entitled to:
- Collect the ticket fare upon the set tariff and charges for the service provision of travel document (ticket) issuance from passengers travelling without travel documents (tickets).
- Collect the ticket fare at standard rates for the transportation of children aged over 5 (five) without tickets, for the transportation of overweight baggage and oversized carry-on luggage, and charges for the service provision of travel document (ticket) issuance from passengers.
- Take actions on expelling the passenger from the electric train if the passenger refuses to pay for the ticket fare.
